Canada and Türkiye: Friends, Partners, and Global Stakeholders

Canada and Türkiye share a complex yet cooperative relationship rooted in trade, diplomacy, and NATO membership. While their 72 years of alliance has seen significant collaboration in areas like security and economic development, differing perspectives on global issues such as Gaza, Israel, and relations with Russia and China also remain.

In an exclusive interview, Ottawa Life Magazine Managing Editor Dan Donovan sat down with Türkiye’s new Ambassador to Canada, Can Dizdar, to discuss the evolving Canada-Türkiye relationship, pressing international conflicts, and his vision for fostering closer ties.

Q&A with Ambassador Can Dizdar: Navigating a Complex Partnership

Ottawa Life Magazine (OLM): Congratulations on your new role as the Turkish Ambassador to Canada. When did you officially begin your tenure, and what does this milestone represent for you?

Ambassador Can Dizdar: Thank you! I arrived in Canada on July 25, 2024, and assumed my duties as the 29th Ambassador of the Republic of Türkiye to Canada after presenting my credentials on 13 September. Representing Türkiye in Canada is an honour and an exciting opportunity to strengthen the bonds between our two nations, which have engaged diplomatically for over 81 years.

 

Diverging Views, Shared Commitments

OLM: Canada and Türkiye sometimes differ on global issues, such as relations with Israel and Russia. How do these differences impact partnership?

Ambassador Dizdar: Every country shapes its foreign policy and positions on international developments in accordance with its national interests, geographical location and historical experience. We have been part of the vast geography surrounding us for a very long time. We learned a lot over centuries. Therefore, adopting a just and moral approach towards the acute conflicts in our region has been a principle for us. That is why we ask for full compliance with international law on the Palestinian issue. Without justice, there is no security. Without security, there is no peace.

Similarly, our multifaceted relationship with Russia is also based on current realities as well as historical experience.  Canada can, of course, pursue a different line of policy given its distant location.  However, within NATO, our shared commitment to collective defense ensures that such differences do not undermine our broader cooperation and objectives.

Türkiye’s Position on Global Conflicts

OLM: Türkiye has been outspoken about the ongoing conflict in Gaza. Can you explain your government’s perspective on this crisis?

Ambassador Dizdar: We agree with the UN Secretary-General in the sense that October 7 did not happen in a political vacuum. Palestinians have been deprived of their livelihoods, liberty, and justice for far too long under Israeli occupation.

Of course, every nation, including Israel, has a right to self-defense and security. However, the same must apply to the Palestinians as well. Denying their right to self-defense, self-determination and statehood while the Israelis enjoying all of them is not only unfair, but also unlawful.  Without addressing the root causes, namely occupation, systemic inequality and injustice, violence will only escalate, deepening instability in the region. The unprecedented Palestinian civilian death toll and the unspeakable humanitarian tragedy that has been unfolding in front of our eyes since October 7 only sharpen the acute feeling of exasperation and anger in the streets.

OLM: Türkiye has long advocated for a two-state solution to the Israeli-Palestinian conflict. Why does your government believe this is the best way forward?

Ambassador Dizdar: A two-state solution, based on international law and UN parameters, envisions Israeli and Palestinian States living side by side in peace and security. It is the only reasonable solution for sustainable stability. The alternatives are not viable and would only breed more conflict.

Challenges remain, of course. Although the Palestinian side accepts publicly such a vision, the Israeli Government is still away from such a notion. Türkiye remains committed to advocating for this solution, as it aligns with moral imperatives and international law.

Türkiye’s Role in NATO and Relations with Russia

OLM: As a NATO member, Türkiye plays a unique role in the conflict in Ukraine. How does your country balance its alliance commitments with its historical relationship with Russia?

Ambassador Dizdar: We unequivocally support Ukraine’s sovereignty and territorial integrity. Meanwhile, we maintain our relations with Russia too.

This allows Türkiye to act as an intermediary. For instance, we facilitated the Black Sea grain deal as well as prisoner exchanges several times. Our role is challenging, but essential for regional and global stability.

OLM: What message would you like to convey to Canadians about Türkiye’s global role?

Ambassador Dizdar: We are located at the centre of the most turbulent regions of the world. We have the experience, capacity and are able to talk to every actor in the region. This is increasingly known and appreciated by our Canadian friends. When Canada and Türkiye join hands, they can contribute significantly to a more peaceful and prosperous world.

OLM: How would you describe the current state of Türkiye-Canada relations, and what are your priorities during your tenure?

Ambassador Dizdar: Our relationship is strong and filled with potential. Economically, bilateral trade continues to flourish, with Canadian exports to Türkiye totalling $1.228 billion in 2023, while imports reached $2.847 billion. My priorities include diversifying these ties, particularly in cleantech, infrastructure and transportation, with adding more strategic dimensions.

Culturally, the Turkish community in Canada serves as a vital bridge, contributing significantly to business, academia, and social life. Enhancing education and tourism partnerships is another key objective.

OLM: How does Türkiye view Canada’s growing interest in your country?

Ambassador Dizdar: We welcome Canada’s increased engagement. This fosters cultural exchange, enhances business opportunities, and strengthens partnerships in education and tourism. It’s a positive trend that inspires confidence in the future of our relationship.
